Compliance in Finland

  • Opt-in: Opt-in must be tracked, recording how, when and via which channel consent was given, but it does not have to be collected via mobile or MO.
  • Opt-out: Opt-out instructions must be embedded in the message, but the opt-out flow does not have to be via a mobile number and may be a website or email.
  • Restricted content: Adult content · Gambling and betting from operators other than the state-licensed entities
  • Registration: The Finnish regulator Traficom requires all sender IDs, whether alphanumeric, numeric or short codes, to be registered as an anti-fraud measure, applying to all sender IDs intended for use from 4 May 2026 onwards. Traficom publishes a Sender ID Code of Conduct and Regulation M28 on the interoperability of communications networks and services covering these requirements.
  • All forms of gambling in Finland are owned and managed by state entities: RAY for land-based casinos, table games and slot machines, Veikkaus Oy for lottery and sports, Fintoto Oy for horse racing, and PAF as the regulator in Aland.
  • Gambling or betting SMS that does not originate from these companies is not compliant with Finnish law.
  • The local industry association is Digital Forum Finland (digitalforum.fi).
