Compliance in Israel

  • Opt-in: Opt-in is required by law, with a 1000 NIS fine for messages sent to any individual without opt-in, and opt-in can be obtained via subscription or any form of electronic consent such as being an existing customer.
  • Sending times: There are no legally regulated sending times, but best practice is not to send promotional messages between 21:00 and 7:00 local time (GMT+2).

  • Since 03 January 2021, the Israeli Ministry of Communications requires that all messages, domestic and international, using Israeli sender IDs (972xx) to Israeli networks are blocked unless the sender's identity is verified by the service provider and/or aggregator.
  • A2P SMS sender IDs to Israeli networks are allowed only with a foreign long code or alphanumeric sender.
  • Kosher numbers combine a kosher mobile phone and a kosher SIM card; kosher phones are certified by Vaad Harabanim and can only make and receive voice calls, so SMS, email and data do not work on them.
  • Kosher SIM cards work only in certified kosher phones and have voice-only plans with no data.
