  • Registration: Since 15 November 2024, all brand-specific full URLs and URL shorteners used in message content must be whitelisted. Since 15 November 2024, all phone numbers used in message content must be whitelisted. Since October 2025, the Financial Supervisory Commission (FSC) requires all crypto service providers to complete anti-money laundering (AML) compliance registration under new regulations targeting virtual asset service providers (VASP).
  • Since 15 November 2024, the regulator NCC blocks all shared or public URL shorteners, non-branded short URLs and social media platform links, such as bitly.com, tinyurl.com, tiny.cc, lihi.cc, Facebook, YouTube, Instagram, TikTok and LINE links.
  • Since 21 July 2025, the NCC requires all A2P SMS to include a clear company or brand name in the message content, with penalties for non-compliant unnamed messages.
  • Since 1 September 2025, operators block all A2P SMS related to personal or non-bank loan or financing services.
