Compliance in Türkiye

  • Opt-in: Under the Turkish Data Protection Authority (KVKK) rules, service providers must record commercial electronic message approvals in the IYS national Message Management System (iys.org.tr) before sending commercial messages, and must apply to IYS to validate consent data.
  • Opt-out: Recipients can register approval and rejection notifications, and lodge complaints, through the IYS system.
  • Restricted content: Gambling · Adult content · Political content · Betting
  • All SMS messages to Turkey must be tagged with an approved sending aggregator code (B-code) belonging to the party responsible for the delivered content.
  • The appended aggregator code reduces the usable message length; in full-length messages it overwrites the last characters rather than splitting the message into multiple parts.
  • Concatenated messages are tagged in the last part only.
  • Senders cannot append an aggregator code themselves, but a sender with its own approved Turkish aggregator code can have the setup adapted so no additional code is appended.
  • Binary messages are not supported.
  • The IYS consent database is operated by Ileti Yönetim Sistemi and stores the permissions required from service providers, meaning real and legal persons who provide commercial communication by calls, messages, emails and similar channels.
